MJAB partner Rafael Barreto has over 10 years of experience in Public Law, with strategic work in Legal Advocacy, regulation, and institutional and governmental relations. His career combines roles in key Executive and Legislative institutions and oversight bodies, as well as solid experience in the pharmaceutical industry and the healthcare sector.
Before joining MJAB, he worked at Sindusfarma, where he was responsible for institutional and governmental relations agendas, focusing on the defense of sanitary regulations aligned with international standards, intellectual property and innovation, pricing freedom and free competition, tax burden reduction, and ESG. At the National Water and Basic Sanitation Agency (ANA), he contributed to the restructuring of the Forum of Regulatory Agency Leaders and promoted interinstitutional coordination for technical cooperation agreements to implement the new basic sanitation framework. At the Federal Senate, he led international benchmarking studies aimed at improving risk management practices in public procurement, within the scope of the Senate’s General Audit Office.
Rafael also has significant experience as a legal advisor to PAHO/WHO, where he supported the National Immunization Program of the Ministry of Health, and in strategic positions at the Health Secretariat of the Federal District. In the private sector, he worked in law firms specializing in Public, regulatory, and infrastructure law, consolidating his practice in concessions, administrative contracts, and external oversight.
