Marcelo Cunha

With more than 20 years of experience in institutions central to the formulation and control of public policies, Marcelo Cunha has built a trajectory marked by leadership in matters of regulation, infrastructure, concessions and large investment projects. At the Federal Court of Accounts (TCU), he held the positions of ministerial advisor, secretary of oversight and legal advisor to the Presidency, conducting strategic analyses on regulatory oversight and the Union’s budget execution. He also worked at the Secretariat of the Investment Partnerships Program (PPI) of the Presidency of the Republic, coordinating projects of national relevance in the transport and ports sectors.

His experience adds to Legal Advocacy an integrated vision between law, economics and governance, allowing the structuring of solutions in complex matters such as public-private partnerships, public policy modeling and regulation of essential services. In addition to institutional practice, Marcelo is a professor in graduate programs in regulation, infrastructure and PPPs, and author of relevant publications in the area.

  • Bachelor’s Degree in Law from the Institute of Higher Education of Brasília
  • Master’s Degree in Law, State and Constitution from the University of Brasília
  • Master of Laws from Harvard Law School
